Administrator James DS Barros has real-world experience of assembling various agencies together to work toward a common goal yet he also recognizes that there are lots of every day folks – private citizens – who have skills that can help others in times of an emergency. Those individuals might think, “I’m retired”, “I’m just a med-student”, or “I want to volunteer though I don’t know where to begin”.
